The Leonard Report
A report looking into how to prevent abuse in the awarding of municipal contracts has been released at Montreal City Hall. Former PQ Minister Jacques Leonard headed an advisory committee that made 60 recomendations. Jean Fortier was president of the Montreal executive committee under Mayor Pierre Bourque.
