Francis Mackey
was an experienced harbour pilot. A judicial inquiry put much
of the blame for the disaster on him, and he was even charged
with manslaughter.
Other courts, including
the Supreme Court of Canada disagreed, saying no one person
was responsible. Mackey lived in Halifax for the rest of his
life.
In 1958, Mackey gave an
