Gray vows strong leadership and decisive council

It was a bit like deja vu for the two civic polictians.
In 2003, Shepherd challenged Gray for the mayor's chair, and won.
Saturday Gray took back the seat by a very narrow margin, winning just 420 more votes than Shepherd's 13574 .
Mayor elect Walter Gray spoke with Daybreak host Chris Walker Monday morning, and promised to be a decisive leader for council.
