Extending bill 101 to small businesses

The Parti Quebecois is proposing expanding the language charter to smaller businesses. They're considering applying Bill 101 to companies with 11 to 49 employees. Nicholas Hoare employs 18 people in Québec between his store in Westmount and his warehouse.
