Stopping the sprawl

The new urban development plan for Greater Montreal would create proscriptive development guidelines on and off the Island of Montreal -- concentrating new housing near public transportation and protecting greenspace. But for some off-Island mayors, it smacks of big-city arrogance and paternalism.
