How can there be labour shortages and high unemployment at the same time?


Backlash was fierce to the news that RBC was replacing 45 Canadian jobs with out-of-country workers. The outrage prompted Prime Minister Harper to promise reforms to the Temporary Foreign Workers Program, which is meant to be a short term fix to acute labour shortages. Talk of labour shortages might seem strange given the news of climbing Canadian unemployment figures. How can there be not enough labour and too many people out of work? Perrin Beatty, President and CEO of the Canadian Chamber of Commerce and Erin Weir, economist with the United Steelworkers, weigh in.
