RIDING PROFILE

 Riding Map
This riding contains that part of Richmond east and south of Highway 99, Cambrie, the No. 4 Road, Francis Road, the No. 3 Road and Steveston Highway. It also contains that part of Delta west of Annacis Island, the Alex Fraser Bridge, and highways 91 and 99. Annacis and Westham islands and the Musqueam and Tsawwassen reserves are in the riding.

Of the 103,043 residents counted in the 2001 census, 36 per cent are immigrants and 16 per cent are of Chinese origin.

This is a fairly wealthy riding, with an average family income in 2001 of $73,861. Nearly 15 per cent of residents held a university degree and slightly fewer than six per cent were unemployed.

The riding of Delta-Richmond East was formed in 2004 by combining about 59,000 residents of Delta-South Richmond with another 44,000 from the Richmond riding.

Political History
John Cummins has held this seat since 1993. He has served as a Reform, Canadian Alliance and now as a Conservative MP.

Cummins's most recent win was over Liberal Shelley Leonhardtl, by 5,793 votes. Before Cummins, this riding was held by a Progressive Conservative.

In Richmond, the 2000 election saw Joe Peschilsolido of the Canadian Alliance oust two-term Liberal incumbent Raymond Chan. The margin was 1,124 votes. In 2002, Peschilsolido crossed the floor to the Liberals. In 2004, Chan had his revenge, beating Peschilsolido for the Liberal nomination. Chan was re-elected in Richmond in 2004. Before Chan first came to office, Tory Tom Siddon held the Richmond seat, serving in several cabinet positions.

Career background: He taught school in the Northwest Territories, Alberta and British Columbia. He has owned and operated commercial fishing boats in B.C. for over 20 years. He has worked in the oil patch in Alberta; was underground during the construction of the Bennett Dam in Northern B.C.; and in paper coating mills and various manufacturing industries in Ontario

Patricia Whittaker

Party: Liberal Party of Canada

Birthplace: Barbados

Profession: Business person and resource centre worker

Career background: Works as a program co-ordinator for the Richmond Women's Resource Centre, and has previously worked as a senior's program co-ordinator in West Richmond. She is also a small business person. Her company, Dynamicskills, teaches etiquette, social skills and values to young people.

Community activities: Has been involved with groups such as TD-Canada Trust Friends of the Environment Foundation, Rick Hansen's Wheels in Motion, the Vancouver chapter of the Congress of Black Women, and the Centre for Integration of African Immigrants. She has also been actively involved in a number of committees including the Richmond Intercultural Advisory Committee, the City of Richmond Arts Strategy Committee, and the Get Richmond Moving Committee. She has been an active member of St. Anne's Anglican Church for more than 10 years. Earlier, while living in Edmonton, she shared her love of the arts with young people, by founding the theatrical group Expressions, and later became a "big sister" with Boys' and Girls' Clubs.

Electoral History
Local: Ran for a seat on the Richmond school board in 2002. Served one term as a school trustee, representing the board at the BC School Trustees Association. She also chaired the education committee and was a member of the personnel and finance committee.
