RIDING PROFILE

 Riding Map
This mainly rural riding abuts Quebec on the north and runs from the U.S. border to Baie des Chaleurs in the east. It includes the communities of Campbellton, Saint-Jacques and Edmundston, as well as the shipping port of Dalhousie.

Of the 65,877 residents counted in the 2001 census, more than 80 per cent are francophone; just two per cent are immigrants.

The economy here is diverse, and depends mainly on manufacturing, retail, health and social services. The pulp and paper industry is also important. Unemployment is 14.4 per cent and the average family income is $47,326.

This riding was formed in 1996 by combining portions of the old Madawaska-Victoria and Restigouche-Chaleur ridings. In the 2004 redistribution, the riding lost a handful of residents to Miramichi.

Population: 65,877

Political History
The Liberals kept this seat in 2004, electing newcomer Jean-Claude D'Amours. Liberal Jeannot Castonguay won in 2000, unseating Tory Jean Dubé by nearly 5,500 votes. Dubé had won the riding by a similar margin in 1997.

In Madawaska-Victoria, Liberals had reigned from 1968-84, when Tory Bernard Valcourt won office. Valcourt was ousted by Liberal Pierrette Ringuette-Maltais in 1993. In Restigouche-Chaleur, Liberals had won every election save for one since 1968.

Jean-Pierre Ouellet

Party: Conservative Party of Canada

Education: BA, B.Ed from the University of New Brunswick. MBA from l'Université de Québec à Montréal in 1994
Profession: Teacher, politician, consultant

Career background: For several years, was a teacher of French and history in New Brunswick. From 1974-87, was a member of the New Brunswick government, holding several cabinet portfolios. He has served as president of the Council of Education Ministers, both in Canada and internationally. He has been involved in the cultural and sports activities of French-speaking countries, and was a member of the organizing committee of the First Francophone Summit in Paris, and then in Quebec in 1987. Was decorated by the International Association of Francophone Parliamentarians, given l`Ordre de la Pléiade. For the past 17 years he has been a Montreal-based consultant, working on such things as government relations, business relations, and technology transfer.

Provincial: Was president of the provincial association of the Progressive Conservatives of Madawaska-les-lacs

Political History
Cabinet: Has served in the New Brunswick government as minister of Youth, Sports and Leisure, and as the minister responsible for financial aid for students. He was the minister of Heritage and Culture, Education, Intergovernmental Relations and Francophone Affairs.

Community activities: Involved in various community organizations, including the Edmundston Regional Hospital Foundation, the Community Economic Development Agency and the Northwest Junior Achievement. Has also been involved with the Edmundston Jazz and Blues Festival, the Foire Brayonne, and the Edmundston Salon de la Jeunesse

Provincial: Was a municipal counsellor in New Brunswick from 1998 until 2004, and a member of several municipal council committees. He was involved in the Edmundston Liberal Association and the Madawaska-Restigouche Liberal Association for many years, and participated in numerous federal and provincial election campaigns as director of communications, campaign co-chair and campaign manager

Coordinated efforts of local governments to restore VIA Rail passenger service to the region. Was a member of the Coalition for Public Automobile Insurance of New Brunswick and a member of the Coalition for Pay Equity
