This is an urban riding on the east edge of Greater Vancouver. The Fraser River forms the northern and western boundaries. The eastern border is the Fraser Highway and 152nd Street, and the southern boundary is 88th Avenue, King George Highway, 120th Street and 96th Avenue.

The 2001 census counted 106,904 residents. The immigrant population is more than 36 per cent. Twenty-one per cent give East Indian as their ethnic origin, the second-highest such proportion in Canada.

Manufacturing and the service sector are the main employers here. The average family income is $50,445, while unemployment is nine per cent.

This riding was formed in 1986 through the combination of portions of Surrey-White Rock-North Delta and Fraser Valley West. In 1996, about 40 per cent of the riding was carved away. In 2004 another 11 per cent was removed, while about 5,000 people from Surrey Central were added in.

Political History
The current incumbent, Chuck Cadman, is serving his second term. He was voted in under the Reform banner in 1997, winning over Liberal Clayton Campbell by more than 6,000 votes. In 2000, he attracted 9,694 more votes than his nearest challenger, Liberal Shinder Purewal.

From 1979-88, Surrey-White Rock-North Delta was the seat of the Tory's Benno Friesen. A New Democrat, Jim Karpoff, won Surrey North in 1988, and then the Reform's Margaret Bridgman became MP in 1993.

Career Background: In his role as a City of Surrey fire inspector and investigator, he has worked directly with community leaders through fire prevention information, fire investigations and safety inspections. He has won a City of Surrey employee award for his dedication and hard work.
Community: He is a member of the Surrey Firefighters Charitable Foundation and has served as an evaluator of the Justice Institute's Firefighting Academy. He has often been called into the community to talk about fire prevention and the importance of community action in loss prevention.

Career Background: He first worked in corporate foods research at Dempster's Bread, where he conducted research on food science and development at their laboratories in Ontario. He went on to become a small business owner, first as the operator of a successful mobile food catering business, and subsequently as the owner of a driving school, a company he continues to manage to this day. He was a weekly host on CJMR 1190 Radio for four years, and also as a host and co-producer for a weekly program with City TV in Toronto. Most recently, he became the first live news anchor on Channel M, Vancouver's first mainstream multicultural station.

Community: He coached youth baseball for seven years and soccer for 10 years. He is co-founder and chair of CRY (Crime, Responsibility and Youth). He became active after his 16-year-old son Jesse was stabbed to death on Oct. 18, 1992. He is a counsellor with community-based diversion program for young, first-time offenders charged with minor crimes. He served on advisory committees to the Justice Institute of B.C., Preventing Peer Youth Violence (1993), the Surrey Conflict Resolution Centre (1995-96), the B.C. Ministry of the Attorney-General, Correctional Services (1997), and the Abbotsford Community Sentencing Project (1997).

Current projects include penning a book or two, and starting up cross-country non-partisan citizen discussion groups.
