Riding Profile
This riding is in southern Saskatchewan. It takes in the southwest corner of Regina (the area west of Albert Street and south of the CP Rail line), plus the area south and west of that city. Outside of Regina, the major population centre is Moose Jaw.
The overall population is 67,282. One-sixth are older than 65. Immigrants make up about seven per cent.
The riding of Palliser depends on agriculture and the service sector. Regina's airport is in the northeast part of the riding. The average family income is $64,416, and unemployment is 5.9 per cent.
Palliser was created in 1996, with most of its residents coming from the old Moose Jaw-Lake Centre and Regina-Wascana ridings.

Political History
Moose Jaw-Lake Centre was solidly Tory from 1958-88, then narrowly went to New Democrat Rod Laporte in the 1988 election. That same year, voters in Regina-Wascana elected Tory Larry Schneider. In 1993 Schneider was replaced by Liberal Ralph Goodale, who became the minister of agriculture that same year.
In 1997, New Democrat Dick Proctor won Palliser by fewer than 3,000 votes over the Reform's Alene Tanner. The 2000 election was a squeaker: Proctor was re-elected by just 209 ballots. Don Findlay of the Canadian Alliance was his challenger.

1977. He was admitted to its college of law in 1980 and graduated
with an Honours degree in political science and a bachelor of laws
(LL.B.) degree in 1983.

Career Background: He articled as a law clerk to
the Chief Justice of Saskatchewan, E. D. Bayda. In 1984, he was called
to the bar. He joined the predecessor to the firm Rath Johnson Hart,
becoming a partner in 1990 and, after a merger in 1997, a partner
with Gerrand Rath Johnson, where he currently practices. As a member
of the Canadian Bar Association, he has served two terms as chair
of the South Criminal Justice Section for Saskatchewan and five
years as a member of the provincial council. In 1995, he organized
the South Saskatchewan Association of Criminal Defence Lawyers and
served as its president. He is a member of the board of the Canadian
Council of Criminal Defence Lawyers and serves as its secretary.
In his community, he is a member of Christ the King church and has
served as its music coordinator and a committee member since 1996.
He has also coached with Hockey Regina and South Regina Community
Soccer.

He also volunteers at a drug and alcohol detox centre as their spirituality
speaker. With the help of his entire family, Harold has directed
a Bible camp for 7 years. They are founders of Crossman Ministries,
which ministers to youth and the needy in our society. The family
