Riding Profile
This vast riding covers the northern half of Saskatchewan. It is a sprawling wilderness of lakes and rivers and woods.
According to the 2001 census, the population here is 64,416. Significant centres include Meadow Lake, La Loche and Buffalo Narrows. Just under half the population of this riding is aboriginal. That's the third-highest rate in the country. Twenty-five per cent of the riding's resident list Cree as their mother tongue.
Agriculture employs the largest share of workers here. Other resource-based activities forestry, fishing, mining and trapping also contribute to the local economy. Several uranium mines are here, as are gas fields and oil wells. Unemployment stands at 17.8 per cent; the average annual family income is $41,513.
The Churchill River riding was formed in 1996 from a large part of the Prince Albert-Churchill River riding, a slightly smaller portion of Battlefords-Meadow Lake, and a bit of the Mackenzie riding.

Political History
During its short history, Churchill River has been held by two parties but only one MP. In 1997, New Democrat Rick Laliberte edged the Reform Party's Daryl Wiberg (by 538 votes). In 2000, Laliberte switched to the Liberals, and beat the Canadian Alliance's Kerry Peterson by 2,177 votes.
In the two elections prior to 1997, the former riding of Prince Albert-Churchill River was held by a New Democrat and a Liberal. In Battlefords-Meadow Lake, Tories and the NDP traded victories from 1979.

Education: He enrolled in the Indian Metis Project
for Action Careers in Teacher Education (IMPACTE) program at Brandon
University and graduated in 1977. He also holds a Bachelor of Education
and a science degree from Brandon University.
Career Background: He is Metis, with Cree, Ojibwe
and French ancestry. After graduation, he taught at Timber Bay School
for four years. He went on sabbatical to further his education,
then returned to Timber Bay, where he worked as a principal and
teacher for five years. He then moved to La Ronge to work as the
Indian Studies professor for NORTEP (The Northern Teachers Education
Program) and later became the director of NORTEP, where he worked
for eight years. He became executive director of the Prince Albert
Grand Council, a position he held until Sept. 2003. Since that time
he has worked as an Aboriginal issues consultant.

Education: Holds undergraduate degrees from the
University of Alberta in political science and Canadian history.
Career Background: He has worked in the forestry
industry in northern Saskatchewan. For the past two years he has
worked as a communications consultant in addition to completing
his law degree. He also served in the Canadian Armed Forces with
a reserve infantry unit.
Political History
Party: He first joined the Reform Party in 1996 and
has been active in politics ever since. He has served in numerous
positions in Reform, the Canadian Alliance, and now the Conservative
Party of Canada. He has been involved at the local level as a riding
official and at the national level as a staffer in the office of the
leader of the Opposition, and later a national councillor in the Canadian
Alliance, where he played a role in implementing the merger agreement
between the Progressive Conservative Party and the Canadian Alliance.
Played a senior role in Stephen Harper's 2002 campaign for the Canadian
Alliance leadership, and was a member of Harper's campaign team in
the recent Conservative Party leadership race.
