Introduction
A continuing low voter turnout, especially among young Canadians, is causing concern about the health of our democracy. So too is what some people have called the rise of the one-party state, whether it's the strong Conservative governments from 1984 to 1993, or the strong Liberal governments from 1993 to the present. Are Canadians become alienated from the political process? And what does this "democratic deficit," as some have called it, mean for the future of the Canadian political process?
For this election, CBC News has chosen the health of Canada's democracy as the theme of its coverage. "Making It Count" will explore this theme in a series of stories that will run throughout the five weeks of the campaign.
