Harper calls for fixed election dates every four years

Prime Minister Stephen Harper says his government will introduce a bill to establish fixed federal election dates every four years, assuming the government isn't defeated in a House of Commons vote.
The next election would be in the fall of 2009, he said in a speech in Victoria on Friday.
He said the fixed-date system would prevent politicians from calling snap elections "trying to manipulate the calendar simply for partisan advantage."
