What it needs to win:

For the referendum to be binding, the approval level must be:

  1. at least 60% of the total popular vote, province-wide, AND
  2. more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.

Profile

  • An affluent riding which takes in northern parts of West Vancouver and the North Vancouver District Municipalities.
  • Strait of Georgia is the border in SE; remainder of southern border is Marine Drive/Mackay Avenue/border of City of North Vancouver.
  • It takes in a lot of prime real estate, from the British Properties to the ocean at Ambleside Beach; it also includes Ambleside, Capilano Heights and Marine Drive area.
  • In the 2006 census, the immigrant population was 40%; the visible minority population was 27.5%.
  • Average family income was the 3rd highest in B.C.; 38% had university degrees.

Redistribution

  • Riding created in 1989 redistribution from most of North Vancouver-Capilano and part of West Vancouver-Howe Sound.
  • No change in 2000 redistribution.
  • In 2008 redistribution, kept 92% of riding; added 12% West Vancouver-Garibaldi; 8% North Van-Lonsdale.

Political History

  • West Vancouver-Capilano: In 1991, Liberal Jeremy Dalton defeated Social Credit John Reynolds by 7,033 votes.
  • In 1996, Dalton defeated New Democrat Dan Reeve by 13,189 votes.
  • In 2001, after his fourth "error in judgement" and having previously been stripped of his critic area and another time suspended from caucus for three months, he was ejected permanently from caucus.
  • In 2001, Liberal Ralph Sultan defeated Green candidate Nora GambioliI by 12,624 votes.
  • In 2005, Sultan defeated New Democrat Terry Platt by 10,765 votes.
