What it needs to win:

For the referendum to be binding, the approval level must be:

  1. at least 60% of the total popular vote, province-wide, AND
  2. more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.

Profile

  • Riding takes in area in north-central part of Vancouver.
  • It runs between Burrard Inlet in the north and East 16th Avenue/Grandview Highway in the south; between Victoria Drive/Commercial Drive/Powell Street/Victoria Drive in the east and Main Street/Union Street/Quebec Street/Keefer Street/Taylor Street/West Pender Street/Homer Street/West Cordova Street/Howe Street in the west.
  • Chinatown, Gastown, Strathcona, the Downtown Eastside and Mount Pleasant are communities in riding.
  • Riding includes SRO's of the Downtown Eastside, a residential district of bungalows on small lots, scattered strips of low rise apartments and condos.
  • In the 2006 census, the immigrant population was 39%; the visible minority population was 44%; 22% Chinese.
  • Rentals exceed owned dwellings by 74% to26%.
  • Riding had lowest average family income in the province.

Redistribution

  • Riding created out of eastern part of Vancouver Centre.
  • In 2000 redistribution, kept majority of riding; added areas from Van-Hastings and Van-Burrard.
  • In 2008 redistribution, kept 96% of riding.

Political History

  • Vancouver-Mount Pleasant: In 1991, New Democrat Mike Harcourt, the incumbent in Vancouver Centre in 1986, defeated Liberal Todd Gnissios; sworn in as Premier and President of the Council on Nov. 5, 1991; announced resignation on Nov. 15, 1995.
  • In 1996, New Jenny Kwan defeated Liberal Anne Beer by 6,912 votes; appointed Minister of Municipal Affairs on Feb. 18; Minister of Women's Equality on July 21, 1999; Minister of Community Development, Cooperatives and Volunteers on Feb. 29, 2000.
  • In 2001, Kwan defeated Liberal Gail Sparrow by 1,820 votes.
  • In 2005, Kwan defeated Liberal Juliet Andalis by 8,676 votes.
