What it needs to win:

For the referendum to be binding, the approval level must be:

  1. at least 60% of the total popular vote, province-wide, AND
  2. more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.


  • Riding takes in area in central part of Vancouver and is bounded by West 4th Avenue/West 6th Avenue/West 2nd Avenue in the north; by Main Street in the east; by West 33rd Avenue/Cambie Street/West 29th Avenue/Midlothian Avenue/East 33rd Avenue in south and by Highway 99/16th Avenue/Arbutus Street in the west.
  • It includes wealthy Shaughnessy and high density Fairview; Vancouver General Hospital, B.C. Children's Hospital and B.C. Women's Hospital are all in riding.
  • In 2006 census, the visible minority population was 28%; 15% of which was Chinese.
  • Renter exceeded owners, 58% to 42%; 45.5% had university degrees which is third highest in B.C..


  • Riding created in 2000 from most of Vancouver-Little Mountain and part of Vancouver-Mount Pleasant.
  • In 2008 redistribution, kept 90% of riding; added 3% Vancouver-Kensington.

Political History

  • Vancouver-Little Mountain: In 1996, Liberal Gary Farrell-Collins, the incumbent from Fort Langley-Aldergrove, defeated New Democrat Margaret Birrell.
  • Vancouver-Fairview: In 2001, Gary Farrell-Collins defeated Green candidate Vanessa Violini by 7,813 votes; appointed Minister of Finance on June 5, 2001; on December 14, 2004 he announced he was resigning to take a job as President and CEO of Harmony Airlines.
  • In 2005, New Democrat Gregor Robertson defeated Liberal Virginia Greene by 895 votes.
  • In 2008, Robertson resigned to run for Mayor of Vancouver.
  • On October 29, 2008 by-election, New Democrat Jenn McGinn defeated Liberal Margaret MacDiarmid by 816 votes.
