What it needs to win:

For the referendum to be binding, the approval level must be:

at least 60% of the total popular vote, province-wide, AND
more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.

Profile

New riding which contains area in west part of Surrey.
It runs between 24th Avenue in the south and 64th Avenue/Highway 99A/72nd Avenue in the north; between the Surrey/Delta border, 120th Street, in the west and Highway 99/152nd Street/Highway 10/156th Street/64th Avenue/152nd Street in the east; Mud Bay, an environmentally sensitive tidal marsh area, is in the southwest part of the riding.
In the 2006 census, the immigrant population was 33%; the visible minority was 38%; 28% of which was South Asian.

Redistribution

Riding of Surrey-Panorama was created in 2008 redistribution from: 57% Surrey-Panorama Ridge; 20% Surrey-Cloverdale; 4% Surrey-White Rock.

Political History

Surrey-Panorama Ridge: new in 2001. In 2001, Liberal Gulzar Cheema defeated New Democrat Bruce Ralston by 6,350 votes; appointed Minister of State for Mental Health on June 5, 2001; Minister of State for Immigration and Multicultural Services on January 20, 2004; Campbell removed him from Cabinet just hours after he submitted his nomination papers to run federally.
In the November 10, 2004 by-election, New Democrat Jagrup Brar defeated Liberal Mary Polak by 2,546 votes.
In 2005, Brar defeated Liberal Bob Hans by 2,980 votes.
