What it needs to win:

For the referendum to be binding, the approval level must be:

at least 60% of the total popular vote, province-wide, AND
more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.

Profile

Lower Mainland riding, containing NW part of Richmond, runs between Fraser River in north and Blundell Road in south; from Strait of Georgia in west to Garden City Road/Highway 99 in east. Moray Channel/Fraser River separates north and south parts of riding.
Vancouver International Airport, Aerospace Technology Campus of BCIT and Swishwash Island are in the riding.
Industrial parks abound, where water transportation and proximity to national and international links enhance commercial and industrial development.
In 2006 census the immigrant population was 65%, the highest in B.C..
47% gave Chinese as their mother tongue, the highest in B.C..
The visible minority population was 70%, 53% of which was Chinese.

Redistribution

Riding created in 1989 redistribution from northwestern part of former Richmond riding.
In 2000 redistribution, kept most of riding; gained area from Richmond East.
No change in 2008 redistribution.

Political History

Richmond Centre: Liberal Doug Symons won in 1991 and 1996.
In 2001, Liberal Greg Halsey-Brandt defeated New Democrat Jaana Grant by 9,855 votes.
In 2005, Liberal Olga Ilich defeated New Democrat Dale Jackman by 4,857 votes; appointed June 16, 2005 as Minister of Tourism, Sports and the Arts; served from August 15, 2006 until June 23, 2008 as Minister of Labour & Citizens' Services.
She announced in December, 2007 that she wouldn't be running again.
