What it needs to win:

For the referendum to be binding, the approval level must be:

  1. at least 60% of the total popular vote, province-wide, AND
  2. more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.


  • A Southern Interior riding, in the Central Okanagan Regional District, which contains north part of Kelowna (north of Trench Place/Clement Avenue/High Road) in its SW corner with Highway 33 making up rest of its southern border.
  • Okanagan Lake forms border in west; Graystokes Park forms part of eastern border; District Municipality of Lake Country is in the NW corner; Kelowna airport and Duck Lake IR7 are also here.
  • Kelowna is major commercial/services centre and region is known for its apple orchards, fruit trees and vineyards and is the centre of B.C. wine industry.
  • In 2006 census, population over age 65 was 16%.


  • Riding created in 2000 redistribution from parts of Okanagan East and Okanagan West.
  • In 2008 redistribution, kept 84% of riding; added 1% Kelowna-Mission.

Political History

  • This area is the birthplace of the Social Credit party.
  • Okanagan East: In 1991, Liberal Judy Tyabji defeated Social Credit Larry Chalmers (Okanagan South), appointed Liberal House Leader February, 1993; left the Liberal caucus; married former Liberal leader Gordon Wilson.
  • From December, 1993, they sat in Legislature as independents (Progressive Democratic Alliance).
  • In 1996, Liberal John Weisbeck defeated now PDA Tyabji by 2,950 votes.
  • Kelowna-Lake Country :In 2001, Weisbeck (Okanagan East) defeated New Democrat Janet Scotland by 10,991 votes.
  • In 2005, Liberal Al Horning defeated New Democrat John Pugsley by 4,857 votes.
  • Announced in September, 2008 that he wouldn't be running again.
