What it needs to win:

For the referendum to be binding, the approval level must be:

  1. at least 60% of the total popular vote, province-wide, AND
  2. more than 50% of the votes in at least 51 of the province's 85 electoral districts.

If the two thresholds are met, government is required to introduce legislation to implement BC-STV in sufficient time for it to be in place for the May 2013 General Election.


  • A Northern Interior riding which runs from Bowron Lakes and Cariboo Mountains Provincial Parks in the east to Tweedsmuir Provincial Park in the west.
  • This riding, in Cariboo Regional District, includes Quesnel, Wells and Nazko as well as 11 native reserves.
  • Lumber industry has been prime factor in growth of region, as well as forest products manufacturing.
  • Tourism includes the historic gold-mining towns of Barkerville and Wells east of Quesnel; fishing on the Blackwater River or Quesnel Lake and canoeing through Bowron Lakes Provincial Park.
  • Aboriginal population was 12% in 2006 census.


  • Riding created in 1989 redistribution from Cariboo and Omineca ridings.
  • In 2000 redistribution, kept 100%; added areas from Cariboo South and Prince George-Omineca.
  • In 2008 redistribution, kept 88% of riding; added 4% Cariboo South.

Political History

  • Cariboo North: In 1991, New Democrat Frank Garden defeated Social Credit Michael Pearce by 714 votes.
  • Liberal John Wilson defeated New Democrat Garden in 1996 by 353 votes and 2001 by 7,312 votes.
  • In 2005, New Democrat Bob Simpson defeated Liberal Steve Wallace by 269 votes.
