Districts Profile:

This northeast Vancouver riding borders Burrard Inlet on the north, Boundary Road on the east, Grandview Highway on the south and Commercial Drive on the west. It's a solidly working-class residential district of bungalows on small lots and scattered strips of low-rise apartments and condos. There is industry along the waterfront, and manufacturing and retail are the major employers. The average family income is B.C.'s 10th lowest, at just $52,130. Unemployment is a somewhat high 9.2 per cent, and education levels are the province's most dismal: 16 per cent have less than a Grade 9 education. Ethnic diversity is extreme, with B.C.'s 10th-highest percentage of immigrants (47.3), eight-highest percentage of visible minorities (53) and sixth-highest percentage of ethnic Chinese residents (48.4). At 56,683, this riding has B.C.'s eighth-highest overall population.

Political History:

The incumbent in Vancouver-Hastings is the NDP's Joy T. MacPhail. In 2001 she was the rarest of B.C. New Democrats, surviving the Liberal stampede via a mere 409-vote defeat of challenger Daniel Lee. In some ways it was no surprise, however, as the NDP has dominated this riding for more than four decades. MacPhail herself has served since 1991, when she beat Liberal Nancy Lau by nearly 5,000 votes. In 1996 her challenger was Ray Leung, also a Liberal, who fell by 3,549 votes. Before that, this area was part of the old riding of Vancouver East, a two-member district. New Democrat MLAs included Alex MacDonald (1960-86), Bob Williams (1966-76 and again from 1984-91), Dave Barrett (1976-84) and Glen Clark (1986-91).

In 2001, the voter turnout in Vancouver-Hastings was 68.1 per cent – somewhat under the provincial average.
