He runs a high-tech software company. But Tom Jenkins is also making a name for himself as the guru behind the Harper government's approach to science and technology policy.
This week's announcement -- that the National Research Council become more business-focused, and less involved in basic science -- came from a report Mr. Jenkins authored in 2011. It argued for a radical redistribution of the way the federal government manages science research in this country.
