Harper government limiting members of its own caucus?

Mark Warawa is one of the Conservative backbenchers who claims he has been denied the right to speak.
There has been a lot of press recently regarding the alleged 'muzzling' of government scientists and employees of Libraries and Archives Canada.
Now, it seems that perhaps some some Conservative MPs might ask to be added to that list.
Yesterday, In the House of Commons, Conservative backbenchers Mark Warawa and Leon Benoit complained of having been denied the opportunity to make members' statements - also known as an S.O.31.
The two MPs have asked the Speaker to intervene in what they are calling a breach of their privileges.
