Seven reforms to B.C. schools

The family of murder victim Kimberly Proctor has sent a letter to the P.M. proposing seven reforms to B.C. Schools and the justice system. Troy DeSouza is the family's lawyer and helped draft the proposals. He explains what they are and why they are significant.
