Putting campaign signs on public property isn't illegal. Areas such as the grass beside a street and so on are fair game. And the issue with signs near polling stations is in regards to the days of voting only.

You call the riding headquarters and are told, oh my, it must just be a few over zealous party workers. It is not ok, it is not LEGAL. These are 2x4 built signs with iron rod anchor pins. Not something you pull out of a backseat of a car.
