No winner declared yet in U.S. presidential vote

TORONTO - It is still not clear who won the U.S. presidential race. At one point, it appeared Texas Governor George W. Bush had won.
Democratic candidate Vice President Al Gore went so far as to call Bush and concede, but then later retracted the concession.
The outcome rests with Florida where the race was so close that the law demanded a recount. A recount will begin once the first count is completed. The recount could be completed by 5 p.m. Eastern time.
