Seattle declares civil emergency in wake of W.T.O. protests

SEATTLE - The streets of downtown Seattle will be empty tonight, after a day of anti-W.T.O. demonstrations, tear gas and rubber bullets.
Seattle Mayor Paul Schell has declared a state of emergency and a 7:00 pm-to-dawn curfew, "People are advised to leave downtown now, using southern routes if at all possible, and avoiding the curfew area."
Shortly after the mayor announced the curfew, police moved in on a thousand protesters outside the Sheraton Hotel.
